Code of Ethics

CODE OF ETHICS OF THE OFFICE OF THE SHERIFF

As a constitutionally elected Sheriff, I recognize and accept that I am given a special trust and confidence by the citizens and employees whom I have been elected to serve, represent, and manage. This trust and confidence is my bond to ensure that I shall behave and act according to the highest personal and professional standards. In furtherance of this pledge, I will abide by the following Code of Ethics.

I SHALL ENSURE that I and my employees, in the performance of our duties, will enforce and administer the law according to the standards of the U.S. Constitution and applicable State Constitutions and statutes so that equal protection of the law is guaranteed to everyone. To that end I shall not permit personal opinions, party affiliations, or consideration of the status of others to alter or less this standard treatment of others.

I SHALL ESTABLISH, PROMULGATE, AND ENFORCE a set of standards of behavior of my employees which will govern the overall management and operation of the law enforcement functions, court related activities, and corrections operations of my agency.

I SHALL NOT TOLERATE NOR CONDONE brutal or inhumane treatment of others by my employees nor shall I permit or condone inhumane or brutal treatment of inmates in my care and custody.

I STRICTLY ADHERE to standards of fairness and integrity in the conduct of campaigns for election and I shall conform to all applicable statutory standards of election financing and reporting so that the Office of the Sheriff is not harmed by the actions of myself or others.

I SHALL ROUTINELY CONDUCT or have conducted an internal and external audit of the public funds entrusted to my care and publish this information so that citizens can be informed about my stewardship of these funds.

I SHALL FOLLOW the accepted principles of efficient and effective administration and management as the principle criteria for my judgments and decisions in the allocation of resources and services in law enforcement, court related and corrections functions of my Office.

I SHALL HIRE AND PROMOTE only those employees or others who are the very best candidates for a position according to accepted standards of objectivity and merit. I shall not permit other factors to influence hiring or promotion practices.

I SHALL ENSURE that all employees are granted and receive relevant training supervision in the performance of their duties so that competent and excellent service is provided by the Office of the Sheriff.

I SHALL ENSURE that during my tenure as Sheriff, I shall not use the Office of Sheriff for private gain.

I ACCEPT AND WILL ADHERE TO THIS CODE OF ETHICS. In so doing, I also accept responsibility for others in my profession to abide by this code.

Jail Services

Corrections Officers play a critical role in the custody, security, and treatment of inmates or detainees while learning and developing the interpersonal skills required to perform a range of corrections officer assignments. Working in the jail provides valuable experience, knowledge, and communication to prepare Deputies to move into various roles within the Sheriff’s Office.

Our employment process is rigorous, and we only select those few who are passionate about engaging with their community and serving those around them. Due to the significance of the sworn position, applicants must always be truthful in their application responses and during the entire certification/hiring process. Failure to be truthful during the certification/employment process may disqualify an applicant. Truthfulness and candor in this application process are important requirements for becoming a Correctional Officer.

Corrections Academy

Corrections Officers are hired into our 10-week, paid Corrections Academy, where they learn Teamwork, Inmate communication/de-escalation tactics, Teamwork, physical conditioning, defensive tactics, first aid, and laws/regulations. Students must meet the testing, attendance, and physical conditioning requirements to complete the Academy successfully. Recruits learn a sense of community and Accountability the HCSO way:

Minimum Requirements:

  • Candidate must have a High School Diplo9ma or GED equivalence
  • Candidate must possess a valid driver’s license and a clean driving history
  • Candidate must be able to pass a drug screening, medical examination by a licensed physician, and a CVSA (lie detector)
  • Candidate must be 18 years of age prior to the hire date
  • Candidate must be a U.S. citizen or Naturalization Certified
  • Candidate must have a clean criminal record, including no felony convictions
  • Candidate must not have had a DUI conviction within the past five years and no more than two in a lifetime
  • Candidate must have an Honorable Military Discharge, if applicable

Applicants may be disqualified from consideration for certification/employment as a Correctional Officer if it is determined that the applicant:

  • Was untruthful, deliberately omitted, concealed, or falsified relevant facts during the certification/employment consideration process;
  • Been convicted of a felony;
  • Committed serious employment-related crimes;
  • Sold illegal drugs;
  • Used illegal drugs within a specific period of time; OR
  • Acquired extensive debt or evidence of extreme financial negligence


Schedule:

Corrections Officers work 12-hour shifts: 7 am – 7 pm or 7 pm to 7 am. There is occasionally mandatory overtime in 4-hour increments. There is also a mandatory shift that is worked once every 30 days.
